A message dated April 6, 1994, was read stating the Governor has               
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's Office for permanent filing:               
                                                                               
HOUSE BILL NO. 368                                                            
"An Act relating to reapplication for the 1993 permanent fund                 
dividend when the United States Postal Service documents the loss              
of mail during the 1993 application period; and providing for an
